At the National Online Conference on speeding up and improving the quality of planning work in the 2021-2030 period chaired by Prime Minister Pham Minh Chinh, taking place on the morning of April 20, 2023, the Ministry of Planning and Investment. Minister Nguyen Hong Dien reported on the implementation of the Master Plans assigned by the Ministry of Industry and Trade.
The conference was held online at the bridgehead of the Government Headquarters and 63 provinces and cities directly under the Central Government. Attending the conference were the Prime Minister and Deputy Prime Ministers Tran Hong Ha, Tran Luu Quang; Ministers, Prime Ministers of Ministries, ministerial-level agencies, agencies attached to the Government; leaders of central committees, ministries and branches; Secretary of Provincial Party Committee, City Party Committee; Chairman of People’s Committees of provinces and centrally run cities.
Speaking at the conference, Minister Nguyen Hong Dien said: Implementing the Law on Planning and Decision No. 995/QD-TTg dated August 9, 2018 of the Prime Minister, the Ministry of Industry and Trade was assigned to organize the formulation of 5 sectoral plans. sector planning. Up to now, the Ministry has organized to set up 04 master plans, including National Energy Planning; Power Development Planning (Power planning 8); Mineral exploration and exploitation planning and petroleum and gas reserve infrastructure planning); and 01 Planning on exploration, extraction, processing and use of radioactive ores has not been implemented because there are no results on the assessment of potential uranium resources.
Thus, except for the planning for exploration, exploitation and use of radioactive ores, up to now, the Ministry of Industry and Trade has basically completed the formulation and appraisal of all the assigned planning and is eligible to submit them to the Government for approval. The Minister affirmed he said that in the process of planning implementation, the Ministry of Industry and Trade has fully and seriously complied with the Law on Planning and related decrees and resolutions.
However, the planning progress has not been achieved as expected for a number of reasons, such as: National sector planning while there is no national master plan. In addition, many plans at all levels and sectors are prepared simultaneously while the national sector planning must ensure the integration of content between related plans and human resources to perform this task are limited. Moreover, some plannings are strongly influenced by the international situation and need to be reviewed and adjusted many times (such as Power Plan 8).
In order to soon complete the planning task for the 2021-2030 period under the direction of the National Assembly and the Government, Minister Nguyen Hong Dien has made a number of proposals and recommendations, specifically:
As for the national electricity development planning, which has now been absorbed and completed under the direction of the Government and the Prime Minister. The Ministry of Industry and Trade requested the Prime Minister to strengthen the National Appraisal Council and allow the final appraisal so that it can be submitted for approval as soon as possible.
The planning for exploration, exploitation, processing and use of minerals and the planning of infrastructure for petroleum and gas reserve and supply have also been approved by the National Appraisal Council. Therefore, the Ministry of Industry and Trade requested the Deputy Prime Minister – Chairman of the Planning Appraisal Council to give his final opinion so that the Ministry could complete the dossier and submit it to the Prime Minister for approval.
Regarding the National Energy Plan, the Ministry of Industry and Trade summarized the opinions of the members of the Appraisal Council and submitted it to the Chairman of the Council for permission to hold a meeting of the National Appraisal Council for official approval.
Minister Nguyen Hong Dien also requested the Ministry of Natural Resources and Environment to coordinate and soon provide information on the implementation of the scheme on assessing the potential of uranium resources and certifying the project’s products so that the Ministry of Industry and Trade has a basis. submit to competent authorities for permission to organize planning. At the same time, it is requested that localities urgently study and update (orientations, tasks, solutions) national sector planning to supplement and integrate into provincial planning, ensuring synchronization and connectivity, between planning levels according to regulations, creating favorable conditions during the implementation process.
Previously, Minister Nguyen Hong Dien attended a conference to announce and implement the National Master Plan for the period of 2021-2030, with a vision to 2050, and performed the opening ceremony of the Information System and Database. whether national.
